Climate change, biodiversity loss, air and water pollution — these are not abstract problems but challenges requiring concrete solutions and serious investment. The LIFE Programme is the EU's only instrument entirely dedicated to environment and climate, with a budget of €5.4 billion for 2021–2027.
What Is the LIFE Programme?
LIFE (L'Instrument Financier pour l'Environnement) is a European Union programme operating since 1992, which has become the primary funding mechanism for environmental and climate projects in Europe. Over more than 30 years, LIFE has co-financed thousands of projects in nature conservation, resource efficiency, environmental governance, and climate change adaptation.
Unlike many other EU programmes, LIFE allows both consortia and individual organisations to submit applications. This makes the programme particularly accessible for companies and organisations that lack experience in forming international partnerships.
Four Sub-Programmes
LIFE operates through four sub-programmes. The first — "Nature and Biodiversity" — funds projects for protecting and restoring ecosystems, conserving endangered species, and implementing the Natura 2000 network. The second — "Circular Economy and Quality of Life" — supports projects in waste recycling, water and air purification, and environmentally clean production.
The third sub-programme — "Climate Change Mitigation and Adaptation" — is aimed at reducing greenhouse gas emissions and preparing for climate change. The fourth — "Clean Energy Transition" — supports projects improving energy efficiency, developing renewable energy sources, and shaping energy policy at local and regional levels.
Who Can Participate?
The LIFE Programme is open to legal entities registered in EU Member States and associated countries. This includes private companies, municipalities and regional authorities, non-profit organisations, research institutes, and universities. Individual natural persons cannot apply.
An important feature of LIFE is that the programme actively welcomes participation from SMEs and private business. Companies working in eco-technologies, waste management, water treatment, renewable energy, or sustainable manufacturing are ideal candidates.
Grant Amounts and Funding
Standard Action Projects receive funding from €1 to €5 million, although some strategic projects can reach significantly larger amounts. The co-financing rate for most projects is 60% of eligible costs, while for nature and biodiversity projects it reaches up to 75%.
In addition to standard projects, LIFE funds Strategic Integrated Projects (SIPs) with budgets from €10 to €50 million, aimed at implementing environmental plans at regional or national level. These are among the largest grants in the environmental field.
2026 Deadlines
LIFE competitive calls are published annually, usually in spring. For Standard Action Projects, the application deadline traditionally falls in September–October. Strategic projects have a two-stage submission procedure with a preliminary deadline in spring and a final one in autumn.
We recommend starting proposal preparation at least three to four months before the deadline. Formulating environmental objectives, calculating emission reductions or biodiversity restoration, and preparing the budget require thorough development.
